IRDAI का नया Proposal: Insurance Agents की Income और Brokers पर क्या होगा असर?
Insurance sector में distribution और commission structure को लेकर IRDAI नया प्रस्ताव चर्चा में है। Insurance Regulatory and Development Authority of India (IRDAI) ने 23 सितंबर 2026 को “Recalibrating Economics of Insurance Distribution” नाम से consultation paper जारी किया है। इसमें insurers के Expenses of Management (EoM) को चरणबद्ध तरीके से कम करने, product और distribution channel के आधार पर commission limits तय करने और insurance selling में transparency बढ़ाने जैसे प्रस्ताव शामिल हैं।
इस प्रस्ताव का असर Insurance Agents, Brokers, Corporate Agents, Banks, NBFCs और Insurance Companies के distribution economics पर पड़ सकता है। हालांकि अभी इसे final regulation नहीं माना जा सकता। IRDAI ने stakeholders से सुझाव और comments मांगे हैं और उपलब्ध रिपोर्टों के अनुसार consultation की अंतिम तारीख 25 अक्टूबर 2026 है।
IRDAI के नए प्रस्ताव में क्या बदलेगा?
IRDAI का प्रस्ताव मुख्य रूप से चार क्षेत्रों को address करता है—insurers के खर्च, distributor commissions, insurance distribution architecture और policyholder protection।
सबसे बड़ा बदलाव यह है कि commission के लिए एक समान cap रखने के बजाय अलग-अलग insurance products, distribution channels, product complexity और selling/servicing effort के आधार पर limits तय करने का प्रस्ताव है।
इसका मतलब है कि हर insurance policy पर agent या broker को मिलने वाला commission एक जैसा नहीं होगा। Product और distribution model के अनुसार अलग सीमा लागू हो सकती है।
Insurance Agents के commission पर क्या असर पड़ेगा?
Proposed framework में individual agents के लिए कई products पर अलग-अलग maximum commission limits प्रस्तावित की गई हैं।
उदाहरण के तौर पर individual health insurance policies में first-year commission की प्रस्तावित सीमा 20% agents के लिए और 15% insurance distribution entities के लिए बताई गई है।
Life insurance में premium payment term के आधार पर भी commission बदलने का प्रस्ताव है। 10 साल या उससे अधिक premium-payment term वाली individual non-linked और linked policies के लिए first-year commission की proposed limit agents के लिए 25% और distribution entities के लिए 20% है।
वहीं पांच साल तक की कुछ individual life policies में proposed first-year limit agents के लिए 6.25% और distribution entities के लिए 5% तक हो सकती है।
इससे साफ है कि प्रस्तावित व्यवस्था में agent की earning policy के प्रकार और payment term से भी जुड़ सकती है।
क्या हर Agent की Income कम हो जाएगी?
ऐसा सीधे कहना सही नहीं होगा।
IRDAI का प्रस्ताव maximum commission limits निर्धारित करने की दिशा में है। इसका अर्थ यह नहीं है कि हर agent को वर्तमान में मिलने वाला commission उसी अनुपात में घट जाएगा।
किस agent की income पर कितना असर पड़ेगा, यह उसके product mix, policy volumes, renewal business, insurer, distribution arrangement और लागू final commission structure पर निर्भर करेगा।
कुछ products में proposed limit मौजूदा payout से कम हो सकती है, जबकि अलग-अलग products और distribution models में प्रभाव अलग हो सकता है। इसलिए “सभी agents की income निश्चित रूप से घटेगी” कहना अभी जल्दबाजी होगी।

Life Insurance में Commission Structure कैसे बदल सकता है?
Life insurance के लिए proposed framework में premium-payment term को commission निर्धारण का महत्वपूर्ण आधार बनाया गया है।
10 वर्ष या उससे अधिक की payment term वाली individual non-linked और linked policies के लिए:
- Agents: first-year commission up to 25%
- Distribution entities: first-year commission up to 20%
- Renewal commission के लिए भी अलग limits प्रस्तावित हैं।
वहीं कम अवधि वाली policies में limits काफी कम रखी गई हैं। उदाहरण के तौर पर पांच वर्ष तक की कुछ policies में agents के लिए first-year limit 6.25% और distribution entities के लिए 5% प्रस्तावित है।
इसका उद्देश्य केवल commission को कम करना नहीं, बल्कि product characteristics और servicing effort के अनुसार distributor remuneration को recalibrate करना बताया गया है।
Health Insurance Agents और Brokers पर क्या असर हो सकता है?
Health insurance distribution में भी product-specific commission limits प्रस्तावित हैं।
Individual health insurance के लिए first-year commission limit distribution entities के लिए 15% और agents के लिए 20% प्रस्तावित है। Renewal और portability के लिए भी अलग limits प्रस्तावित की गई हैं।
इसका असर उन distributors पर अधिक हो सकता है जिनका business health insurance की high-commission products या intermediary-led sales पर काफी निर्भर है।
हालांकि वास्तविक असर final regulation और प्रत्येक insurer द्वारा बनाए गए commission structure पर निर्भर करेगा।
Brokers के लिए क्या बदल सकता है?
Brokers के लिए प्रस्ताव इसलिए महत्वपूर्ण है क्योंकि IRDAI commission limits को केवल individual agents तक सीमित नहीं रखना चाहता।
Distribution entities के लिए अलग commission limits प्रस्तावित हैं। इनमें brokers, corporate agents और अन्य intermediary structures शामिल हो सकते हैं।
Business Standard की रिपोर्ट के अनुसार industry analysts ने यह संभावना जताई है कि proposed changes का revenue impact brokers, banks, NBFCs और अन्य intermediary-led channels पर individual agents की तुलना में अधिक हो सकता है। यह analysts का assessment है, IRDAI का अंतिम निष्कर्ष नहीं।
Brokerage business में इसका मतलब यह हो सकता है कि firms को अपने operating costs, product mix और distribution strategy की दोबारा समीक्षा करनी पड़े।
General Insurance में Commission Cap कितना प्रस्तावित है?
General insurance में भी product-specific approach अपनाने का प्रस्ताव है।
Individual health insurance के अलावा motor, property, marine और engineering जैसे अलग-अलग business segments के लिए अलग commission limits प्रस्तावित की गई हैं।
उदाहरण के लिए retail property insurance में proposed first-year limits distribution entities के लिए 15% और agents के लिए 20% बताई गई हैं। वहीं बड़े property और engineering risks, जिनका sum insured ₹2,500 करोड़ से अधिक है, उनके लिए proposed limits बहुत कम रखी गई हैं।
Loan या credit के साथ बेचे जाने वाले कुछ insurance products के लिए भी अलग और कम limits प्रस्तावित हैं।
Motor Insurance में क्या बदलाव प्रस्तावित है?
Motor insurance में भी loan/credit-linked insurance के लिए अलग commission limits का प्रस्ताव है।
उपलब्ध रिपोर्टों के अनुसार loan या credit के साथ bundled कुछ policies में proposed commission limit काफी कम हो सकती है। Business Standard ने consultation proposal के उदाहरण के रूप में motor own-damage, personal accident और liability policies के लिए 5% जैसी limits का उल्लेख किया है।
इसका असर खासकर उन distribution channels पर पड़ सकता है जहां insurance को vehicle finance या अन्य credit products के साथ बेचा जाता है।

Insurance Companies के Expenses पर भी लगाम
IRDAI ने केवल distributor commission को ही target नहीं किया है। प्रस्ताव में insurers के Expenses of Management यानी EoM limits को भी चरणबद्ध तरीके से कम करने की बात है।
Life insurers के लिए proposed company-level EoM limit:
- दो वर्षों में 15%
- पांच वर्षों में 12.5%
तक लाने का प्रस्ताव है।
General insurers के लिए:
- दो वर्षों में 25%
- पांच वर्षों में 20%
तक जाने का प्रस्ताव है। General insurance में calculation basis को Gross Written Premium से Domestic Gross Direct Premium Income यानी GDPI की ओर बदलने का भी प्रस्ताव है।
IRDAI EoM क्यों कम करना चाहता है?
IRDAI के अनुसार EoM limits में प्रस्तावित कमी का उद्देश्य insurance की overall cost कम करना, general insurance में risk pool को बढ़ाना और life insurance savings products में policyholders के returns को बेहतर करने की दिशा में काम करना है।
हालांकि इसका industry पर प्रभाव केवल commission तक सीमित नहीं रहेगा। Insurance companies को अपने operating expenses, distribution payouts और incentive structures की समीक्षा करनी पड़ सकती है।
Mis-selling रोकने के लिए भी नए प्रस्ताव
IRDAI ने distribution economics के साथ customer protection पर भी जोर दिया है।
प्रस्ताव में seller को customer की insurance जरूरत समझने, suitability document करने और customer के लिए उपयुक्त product offer करने की दिशा में ज्यादा accountability देने की बात है। प्रत्येक policy को individual seller से link करने का भी प्रस्ताव है।
इसके अलावा mis-selling के मामलों में commission clawback की व्यवस्था प्रस्तावित है।
इसका मतलब है कि यदि किसी policy की बिक्री में निर्धारित नियमों का उल्लंघन या mis-selling साबित होती है, तो distributor को पहले मिला commission वापस लेने की व्यवस्था लागू की जा सकती है।
Bank और NBFC Staff के Incentives पर भी नजर
Insurance को bank और NBFC channels के माध्यम से बेचने की व्यवस्था में भी बदलाव प्रस्तावित है।
IRDAI ने bank और NBFC staff के लिए volume-linked या reward-linked incentives पर रोक लगाने का प्रस्ताव रखा है। इसका उद्देश्य insurance sales को केवल sales volume या rewards से जोड़ने के बजाय customer suitability और responsible selling पर अधिक केंद्रित करना है।
यह बदलाव bancassurance model के लिए महत्वपूर्ण हो सकता है।
Loan के साथ Insurance बेचने पर क्या बदलेगा?
IRDAI ने insurance और loan/credit products की compulsory bundling पर भी प्रस्ताव रखा है।
प्रस्तावित व्यवस्था में loan लेने वाले ग्राहक पर insurance को अनिवार्य रूप से bundle करने की practice को रोकने की बात है, हालांकि acceptable insurance-credit combinations की अनुमति दी जा सकती है।
इसका उद्देश्य customer को ऐसी insurance policy लेने के दबाव से बचाना है जिसकी जरूरत या suitability स्पष्ट नहीं है।
Commission Disclosure को अधिक Transparent बनाने की तैयारी
IRDAI ने insurer और बड़े distribution entities को अपनी commission policies और structures को आसान भाषा में disclose करने का प्रस्ताव दिया है।
इससे policyholder को यह समझने में मदद मिल सकती है कि insurance distribution में remuneration किस तरह निर्धारित होता है।
प्रस्ताव का एक उद्देश्य insurance distribution को अधिक transparent बनाना है ताकि customer product की suitability पर ध्यान दे सके और केवल sales incentives के आधार पर policy खरीदने की स्थिति कम हो।
Cost Audit भी हो सकता है अनिवार्य
IRDAI के consultation proposal में insurers के expenses, जिनमें intermediary payouts और non-monetary incentives भी शामिल हैं, के लिए cost audit को mandatory बनाने का प्रस्ताव है।
इसके अलावा ₹100 करोड़ से अधिक insurance-related revenue वाली insurance distribution entities के लिए भी cost audit का प्रस्ताव रिपोर्ट किया गया है।
इससे बड़े distributors के लिए compliance और accounting requirements बढ़ सकती हैं।
Bima Sugam और Digital Distribution को बढ़ावा
IRDAI ने insurance distribution के भविष्य के architecture में digital और pull-based systems को भी जगह देने का प्रस्ताव रखा है।
Market Infrastructure Institutions यानी MIIs के माध्यम से customers को insurance products तक digital access देने की व्यवस्था प्रस्तावित है। Bima Sugam को ऐसे digital infrastructure के उदाहरण के रूप में शामिल किया गया है।
इससे भविष्य में insurance खरीदने की प्रक्रिया में digital comparison, discovery और servicing का महत्व बढ़ सकता है।
क्या ये नियम अभी से लागू हो गए हैं?
नहीं।
यह बहुत महत्वपूर्ण है कि IRDAI का 23 सितंबर 2026 का document consultation proposal है। उपलब्ध जानकारी के अनुसार stakeholders से comments और suggestions 25 अक्टूबर 2026 तक मांगे गए हैं।
इसलिए अभी agents, brokers या insurance companies की existing commission व्यवस्था को proposed caps के आधार पर तुरंत बदलना final regulatory requirement नहीं माना जाना चाहिए।
Consultation के दौरान मिलने वाले सुझावों के बाद IRDAI proposal में बदलाव कर सकता है और उसके बाद final framework तथा effective dates स्पष्ट हो सकती हैं।
Agents को अभी क्या समझना चाहिए?
Insurance agents के लिए फिलहाल सबसे महत्वपूर्ण बात यह है कि proposed caps को अपनी current income का immediate replacement न मानें।
Agent की वास्तविक income पर कई factors असर डालते हैं:
- कौन-सा insurance product बेचा जा रहा है
- New business कितना है
- Renewal business कितना है
- Policy term क्या है
- Distribution arrangement क्या है
- Insurer की final commission policy क्या होगी
- Final IRDAI rules कब और किस रूप में लागू होंगे
इसलिए agents को consultation process और अपने insurer की official communication पर नजर रखनी चाहिए।
Brokers और Distribution Companies के लिए क्या चुनौती हो सकती है?
Brokers को commission limits के साथ-साथ operating cost और compliance structure पर भी ध्यान देना पड़ सकता है।
यदि proposed limits final framework में largely बनी रहती हैं, तो intermediary businesses को product mix, servicing model, technology investment और acquisition cost की समीक्षा करनी पड़ सकती है।
कुछ industry analysts ने broker और bancassurance channels पर comparatively अधिक revenue pressure की संभावना जताई है, लेकिन यह अभी industry analysis है और final regulatory outcome नहीं।
Customers के लिए क्या संभावित बदलाव हो सकता है?
IRDAI का घोषित उद्देश्य distribution cost कम करना और policyholder value बढ़ाना है। Proposed EoM reductions और commission recalibration इसी broader objective का हिस्सा हैं।
यदि distribution costs वास्तव में कम होते हैं, तो इसका प्रभाव insurance pricing, product economics और insurer margins पर पड़ सकता है। लेकिन customer premium में कितनी कमी आएगी या किस product पर क्या असर होगा, यह अभी तय नहीं है।
इसलिए फिलहाल यह कहना उचित नहीं होगा कि सभी insurance policies सस्ती हो जाएंगी।

IRDAI नया प्रस्ताव पर अंतिम बात
IRDAI का यह consultation paper insurance distribution के commission और expense structure में संभावित बड़े बदलाव की दिशा दिखाता है। Agents और brokers के लिए सबसे महत्वपूर्ण बदलाव product और channel-specific commission limits हो सकते हैं, जबकि insurers के लिए EoM reduction एक अलग बड़ा बदलाव है।
लेकिन फिलहाल इसे final commission cut या final income reduction के रूप में देखना सही नहीं होगा। 25 अक्टूबर 2026 तक stakeholder feedback के बाद proposal में बदलाव संभव है। Final rules, effective date और वास्तविक commission structure सामने आने के बाद ही agents, brokers और insurance companies पर वास्तविक financial impact का आकलन किया जा सकेगा।
